The Downtown Gilroy Station Area Plan (Station Area Plan) is both an update to the existing Downtown Specific Plan, which was adopted in November 2005, and a continuation of the Gilroy High Speed Train (HST) visioning process, which helped the community identify the best possible location for HST in Gilroy from 2011 to 2012. The Station Area Plan will act as a tool to guide private development and public improvements in Downtown over the next 25 years with a focus on the area near the future HST station and railroad tracks.

There will be many opportunities for community and stakeholder involvement through community meetings, advisory committee meetings, study sessions, as well as online engagement. The City of Gilroy welcomes your participation throughout this important process!

JULY – OCTOBER 2015: OPPORTUNITIES AND CONSTRAINTS
This beginning phase of the project will be devoted to researching and preparing a report that identifies the opportunities and constraints related to key issues within the Plan Area. The topics that will be explored include transportation, infrastructure, land use, development, and environmental issues.

NOVEMBER 2015 – JUNE 2016: ALTERNATIVES DEVELOPMENT
The next phase of the project will identify and review potential sites for future development within the Plan Area and explore potential land uses and circulation improvement options. Based on community input and the findings of the completed Opportunities and Constraints Report, draft land use and circulation alternatives for the Plan Area will be developed and evaluated.

JUNE – OCTOBER 2016: PREFERRED ALTERNATIVE DEVELOPMENT
Depending on the input and outcomes of the analyses from the previous phases, a preferred alternative will be chosen and refined. The Draft Preferred Alternative will visually convey the vision for the project’s future land uses, circulation system, streetscape improvements, open spaces, parking recommendations, and other similar features.

OCTOBER 2016 – FEBRUARY 2017: DOWNTOWN GILROY SPECIFIC PLAN AMENDMENT PREPARATION
Based on the Preferred Alternative and the work completed in the previous phases, the project team will prepare an amendment to the 2005 Downtown Specific Plan. This amendment will update the content in the 2005 Specific Plan and add several chapters to address design, land use, access and circulation around the HST station.

NOVEMBER 2016 – JULY 2017: ENVIRONMENTAL IMPACT REPORT
Concurrent with the preparation of the Plan Amendment, an Environmental Impact Report (EIR) will be prepared. The EIR will analyze how implementation of the Plan would affect the environment and identify potentially significant impacts and recommend measures to mitigate those impacts. The Draft EIR will be circulated for public review in mid-2017.

AUGUST – SEPTEMBER 2017: PUBLIC REVIEW AND COUNCIL HEARINGS
In this phase, the City’s appointed and elected officials will hold public hearings to review the Plan and EIR. The Plan and EIR will be presented to the Planning Commission for consideration, followed by the City Council for final adoption.
